Do both track chains need to be replaced at the same time?

Not always, but it depends on wear and the condition of the rest of the undercarriage. If one side’s track chain is badly worn, damaged, or has a broken link, replacing both can make sense for balanced wear, equal tensioning, and to avoid one new chain running against a much more worn mating component. However, if only one chain is truly at end of life and the opposite side still has good remaining wear, it may be fine to replace just the affected side. The key is to inspect the chains, sprockets, rollers, idlers, and track shoes together, since mixing a new chain with heavily worn parts can shorten service life.
